I think someone who is

I think someone who is “mentally healthy” has the ability to make choices and perform actions that will contribute to their personal goals.  These goals, however, must also be “healthy”.  If they are harmful to others or violate societal norms they may not be considered healthy.  

I think it is so hard to define mental health because to call someone mentally healthy or ill should be done on a case-by-case basis.  One person’s actions may be considered mentally healthy, but another person performing the same actions may be considered mentally ill.  I think it has more to do with the context and the specific person than any all-encompassing definition.
